Gallica: la bibliothèque numerique. This free digital library is located at http://gallica.bnf.fr/. It is sponsored by the Bibliothèque National de France.
This is an extraordinarily rich repository, containing the full-text of many types of publications, including periodicals. The emphasis is on materials of historical importance, in particular, those published in France. But materials from other countries and in other languages are also included.
To locate the full-text of a particular periodical, go to the heading entitled Recherche and then choose Périodiques under Listes de documents. Then scan the list for the title desired. Since the volumes of periodicals are generally not sorted in chronological order, you may have to hunt around to discover the volume desired.

To locate that full-text of anything else, go to the heading entitled Recherche and then use the search engine; the Mots du titre is a good place to start.
